WITH A PADDLE.  In this week’s installment of Outdoors Online, agents of the NDG&F detail the downstream population of paddlefish beneath the Garrison Dam.  While the better-known population is the snag-season fish upstream of the dam, the lower population is of some concern and monitored closely.
